DEDA rejected a Duluth business owner’s proposal to redevelop the former Cozi building

Duluth, Minn. – A Duluth business owner has been shot down for his proposal to renovate and develop the condemned former Cozy Building in downtown Duluth, also known as historic Pastor Terrace.

The City of Duluth issued a press release about the decision Friday: “The Duluth Economic Development Authority (DDA) has rejected a recent proposal in response to a Request for Proposal (RFP) regarding Pastor Terrace.Goats

The proposal came from Endion Station LLC, owned by Rod Raymond. Raymond owns the renovated and historic Old Town Hall building on Superior Street, Figer’s Brewhouse Brewery and Grille, Burrito Union and Endion Station Inn, among other businesses.

Minnesota’s governor did not provide details on why the proposal was denied, citing data practices law.

Raymond told FOX 21, “I stand behind my idea. It was very rewarding.”

The idea, according to Raymond, was a short-term rental for everyone in the community, including doctors and people visiting loved ones at local hospitals. The building had 49 rooms with kitchens.

My hope is that whatever their plan is, it includes saving the structure. Raymond said.

The Cozy Building and Apartments went up in flames in 2010 and were quickly condemned. In the years to come, many fires will occur in vacant buildings, including the occupants.

Meanwhile, former Cozi owner Eric Ringred continues his legal battle with the city to keep the building from being demolished. A status conference is scheduled for March 13. DEDA now owns the property.

In the meantime, “DEDA will continue to explore options for demolishing Pastor Terrace. Both DEDA and the City of Duluth are committed to revitalizing the First Street corridor,” the news release concluded.
