The restaurant’s struggle to stay in business during and after the outbreak reflects what the entire food industry in New Jersey endured without many surviving. Closures, a slow return of customers and high cost increases after 2020 will challenge restaurateurs to be creative, flexible and work long hours.
“Our customers, they keep coming back and we couldn’t do it without them. This is a family restaurant, we’ve always been a family restaurant and we’re very grateful,” said Rosie Inchiappa, who owns the business with her husband. Giuseppe

The outbreak hit Rosie’s, located on the Sussex Turnpike in Randolph, just as it was rebuilding and expanding. As the restaurant quickly adapted to takeout business and lockdown orders were finally lifted, the expanded outdoor seating added value to the business, and the restaurant qualified for the full $15,000 approved by the Morris County Small Business Grant program.
Commissioner Deputy Director John Krikus and Commissioner Deborah Smith delivered the check and the board’s letter to Rosie, her husband and mother-in-law, Renee.

Up to 550 grants have been approved underneath Morris County Small Grant Program; The thinking of the Morris County Commissioners, as They developed a special use of funds provided to the county through the American Recovery Plan Act. Federal guidelines allow Morris County to use the dollars only for expenses incurred in March 2021 and beyond.
The board allocated a fund of 10 million dollars For the program, and less than 1.8 million dollars is still available.

Federal guidelines governing the grant program determine exactly which expenses are covered and which applications are allowed. The grants are capped at $15,000 per applicant. However, business owners and non-profit organizations are encouraged to submit applications that include all expenses they believe qualify for the grant, even if the total amount of a single request exceeds $15,000.
A final review may determine that some costs submitted for review are not covered by program guidelines. However, by submitting all eligible expenses, applicants increase their chances of receiving the maximum grant dollars possible.
