CASPER, Wyo. – Three local businesses – Poplar Wine & Spirits, Gruner Brothers Brewing and Studio City Stadium 10 Cinemas – have received new or transferred liquor licenses from the city of Casper.
Casper City Council members approved all three applications at their May 16 regular meeting.
The Tin Shack, which operates as Poplar Wine & Speeds at 1016 Poplar, has asked the city to transfer its retail liquor franchise, allowing new owners to keep the liquor store and winery going.
Kyle Ridgeway and Mike Kretzer co-signed the application.
Former owners Mike and Dave Reid plan to stay for a while to help with the transition. The new owners plan to add 50–75 gaming machines to the space currently used for storage. There is a $100 transfer fee.
During public comment at the council meeting, Ridgeway, vice president of 307 Horse Racing, said the Poplar Wine and Spills Game project will take some time.
“It will be a construction project for us,” he said.
Councilor Ray Pacheco expressed “some concern” about the additional gaming machines while supporting businesses to operate as they wish.
“As we start to see the proliferation of gaming systems here, we have to be careful as a community,” he said. “We have to think a little like this [gaming machines] Continue to grow in personal business.
Gruner Brothers Brewing, 1301 Wilkins Circle, sought a new liquor license to produce cider. According to a city staff memo, this winery requires a permit. The business is looking to sell other wines in the tasting room.
There is already a microbrew license in the address and it will continue to work, according to a staff memo. State law allows multiple licensees or licensees to operate in the same licensed building as long as each licensee occupies a separate location in the building.
Brothers Ben and Daron Gruner, president and vice president of the business partnership, signed the application.
City Manager Carter Napier said a “special application” for a winery license is consistent with state law and allowed with a brewery license.
At the May 16 public hearing, Sonya Gruner said that while cider is classified as wine, Gruner Brothers Brewing does not operate as a typical winery that bottles wine.
The city will receive $426 for the permit.
The Movie Palace is located at 5020 E. 2nd St. He applied for a new restaurant liquor license for Studio City Stadium’s 10 movie theaters.
According to a city staff memo, in 2021, Wyoming will change its liquor laws to require restaurant liquor license holders to have a dispensary instead of a dispensary. The area will be restricted to persons 18 and older. Consumption in the area is not allowed.
Foods must now be prepared and served for campus consumption. Previously, “only fries orders” or sandwich and hamburger service did not qualify an establishment as a restaurant, the memo states. The movie palace plans to serve chicken sandwiches, french fries, hot dogs, pizza and appetizers.
The application was signed by Rand Pryde as president and Craig Hosey as vice president/secretary of the company.
Napier said the request was consistent with the law, and that the liquor license was no different from similar theaters west of Casper.
The City of Casper receives a prorated license fee of $1,286.
