“To transform health systems, to build back better from the COVID-19 pandemic, to prepare for and respond to future health emergencies, as well as deliver on universal health coverage, we need health leaders at all levels of health systems,
and that is why we are designing a multitier academy”, said Dr Hans Henri P. Kluge, WHO Regional Director for Europe, as he welcomed the 8 participants of the Pan-European Leadership Academy’s (ELA) Tier 2 demonstration project to
the WHO Regional Office for Europe in Copenhagen on 3 March 2023.
As part of the demonstration project, selected mid-career professionals from health ministries and affiliated institutions from Armenia, Kyrgyzstan, Republic of Moldova, San Marino, Tajikistan, Turkmenistan and Uzbekistan will for the next 3 months
work side-by-side with WHO/Europe colleagues towards enhancing health service delivery at country level and deepening collaboration with WHO/Europe.
ELA is specifically aimed towards delivery of the European Programme of Work and the Thirteenth General Programme of Work at country level, starting with a designated basket of countries during this phase.
Building on the success of the Tier 1 demonstration concluded in October 2022, which was aimed at early-career health professionals, Tier 2 is a mid-level exchange programme for officials from national administrations. In addition to enhancing transformational
leadership competencies for the future, ELA is supporting immediate health impact in countries through the peer-to-peer exchange between technical experts from the countries and their peers in the WHO Regional Office for Europe, providing opportunities
for mutually beneficial exchanges of knowledge, experience and capacity building.
Following the completion of the Tier 2 demonstration project in May, both demonstration projects will be fully evaluated with reporting to Member States at the 73rd session of the WHO Regional Committee for Europe, with a view to commitment by Member
States to a full scale-up of the initiative.
When fully operationalized, ELA will also include a third tier – a twinning and peer support programme among high-level decision-makers.
