SOUTHWESTERN N.C. — In the fall, the founder of tech giant Pendo signed a contract to buy 140 acres on the southern edge of the small Pender County beach town, with the goal of building a family compound on 40 acres.

Todd Olsen wants to develop eight single-family residences, separate garage and maintenance buildings, swimming pools and attached decks and gazebos, a beach access walkway, sound side cabin and pier, nine boat lifts on The Point. The land has been revered by the locals for its pristine natural environment.

In the year In 2019, the Coastal Federation explored opportunities to acquire and protect the territory as it is in danger of encroachment and under the Coastal Barrier Resources Act.

The city of Topsail Beach is seeking $7.9 million to ensure that it remains undisturbed for the public to enjoy. The price tag was too heavy and the deal never went through.

Olson proposed a text amendment to the city’s zoning ordinance over the summer to include “conditional zoning.” This allows some conditions on the planned projects, which allows more flexibility for future development. The Topsail plan passed the board 4-1, with commissioners then unanimously approving it.

The founder organized a community meeting with residents who opposed the development because of concerns about flooding and the negative impact on wildlife. He told PCD in the fall that his next step will include applying for a conditional rezoning with the Topsail Planning Board.
