WESTFIELD — The Board of Health voted Wednesday evening to declare the Twiss Street transfer station as surplus property, so that the City Council can later call a vote to move control of the trash facility from the Health Department to the Department of Public Works.
Health Director Joseph Rouse said before the vote that the transfer station takes too many resources from the Health Department for something that he does not consider to be mainly a public health issue.
“In the wake of COVID we see the true value of the public health system,” said Rouse. “The facility takes too much time and takes too much away from other things we should be doing.”
